Governing Policies

The Emirates Nuclear Energy Corporation (ENEC) is committed to the core values of safety, integrity, efficiency and transparency in all aspects of the Corporate and Barakah project-related work. As such, ENEC is guided by six overarching policies.


ENEC Occupational Safety and Health (OSH) Policy

Policy Statement

Emirates Nuclear Energy Corporation (ENEC) is committed to provide a safe and healthy workplace to its employees, contractors, and visitors through the effective implementation and maintenance of the Occupational Safety and Health (OSH) Policy, Management Systems and Programs.

ENEC adopts the belief that:

  1. all incidents are preventable;
  2. without diminishing management’s obligations, safety is everyone’s responsibility;
  3. the behaviors of our Leaders influence health and safety compliance and performance;
  4. employees have the authority to stop work if there is any question related to safety or health; and
  5. we can all learn and improve.

ENEC will ensure that employees, contractors and visitors shall:

  1. work in a safe and fit manner;
  2. adopt safe work practices and comply with all OSH procedures, training, requirements and instructions;
  3. and promptly report OSH hazards, incidents, unsafe practices and conditions.

Implementation

Management of ENEC provides the leadership, demonstrates commitment and allocates appropriate resources for the implementation of this policy. The processes that help in implementation include, but are not limited to the following:

Health Safety & Environment (HSE) process ensures the provision of appropriate HSE resources, compliance with relevant HSE legal requirements; protection and enhancement of employee health and wellbeing and setting, monitoring, and reviewing HSE targets or objectives, and instilling a culture of safety. ENEC HSE process shall:

  1. ensure that safety is maintained as the primary value of our organization;
  2. ensure that our Leadership takes responsibility for taking timely action to address OSH hazards and risks when identified and/or reported;
  3. conduct our business in a manner that prevents harm, any occupational injury and illness to employees, contractors, visitors and the public who may be affected by our activities;
  4. put dedicated efforts and programs towards enhancement of employee health and wellbeing;
  5. systematically identify, eliminate and manage OSH risks and hazards related to ENEC’s operations/activities though the participation of employees and contractors;
  6. comply with all applicable Federal UAE and Local Abu Dhabi OSH legal requirements/regulations and all other OSH requirements to which the organization subscribes;
  7. continually strive to improve OSH performance by setting clear and measurable targets and objectives, monitoring, reviewing and regularly reporting performance at all levels of the business;
  8. provide appropriate OSH resources, training and awareness to achieve a systematic approach to OSH management;
  9. achieve continual OSH performance improvement through regular audits, assessments and management review;
  10. promote a culture of safety through active employee participation;
  11. periodically review this policy to ensure it remains relevant and appropriate to ENEC’s vision and mission; and
  12. communicate this policy to all ENEC employees, contractors, visitors and the public who are affected by ENEC’s operation/activities.

 

Sustainability Policy

Policy Statement

The Emirates Nuclear Energy Corporation (ENEC) is committed to deliver safe, clean, efficient and reliable nuclear energy to the UAE grid, develop our people and build sustainable nuclear sector capability, and ensure full alignment with UAE energy strategy. To achieve this vision and generate economic, environmental and social value for all our stakeholders, both internal and external, ENEC will focus on three areas of sustainability defined as material for the organization;

  1. maintain environmental regulatory compliance, enhancement of local habitats and ecosystems, while also reducing Abu Dhabi’s contribution to greenhouse gas emissions and provide long term energy security for the UAE;
  2. industrial and economic development of the nuclear industry sector within the UAE, through the research and development of nuclear technology and supporting services (including sustainability of nuclear programs), development of existing and creation of new industries to cater to the national, regional and international nuclear supply chain.
  3. creation of highly skilled jobs, developing knowledge and expertise of employees and building the capacity of and generating employment opportunities for the national population in an expanding industry.

Implementation

Management of ENEC provides the leadership, demonstrates commitment and allocates sufficient resources for the implementation of this policy. The following processes that help in implementation include, but are not limited to the following:

  1. The Sustainability and Corporate Social Responsibility (CSR) Working Group is responsible for leading Sustainability and CSR across the organization and identifying and assisting with implementing Sustainability and CSR programs and initiatives;
  2. The HSE Management System components (manual, procedures and codes of practice) assist with the implementation of the requirements of this policy and the tracking of environment and sustainability performance; and
  3. Procurement and Supply Chain (PSC) process - through its own processes, interfaces with suppliers, and in collaboration with HSE&S Division, support the economic, environmental, and social pillars of ENEC's Sustainability Policy.
  4. This policy together with the HSE Management System components aim to comply with the requirements of IS014001 :2015.
  5. Business and Industrial Development (BD) process -raising awareness of supplier opportunities within the nuclear supply chain, identifies and develops the competency of local suppliers and promotes inward investment to the UAE. In addition Research & Development will support commercial nuclear power operations to the highest standards, in collaboration with international organizations and in a transparent manner.
  6. The commercial nuclear power research and development will - increase operations efficiency, reliability, safety and security; Provide stimulus to GOP growth for the UAE nuclear industry; Diversify and industrialize a knowledge economy; Create high-skilled nuclear related jobs and support human capital and Emiratization; Improve performance against emission reduction and clean energy goals.

 

Human Capital Policy

Policy Statement

ENEC strives to achieve and maintain high-impact organization that focusses on continual improvement and implements best practices for developing human capital capabilities that fulfill ENEC strategic plan while complying with the relevant national laws and regulations.     o ENEC is committed to create employment opportunities for UAE nationals and to ensure implementation of retention programs, and that ENEC is the employer of choice for those UAE nationals.
    o ENEC is committed to build UAE national capabilities and ensure implementation of continuous learning and professional development programs.

    o ENEC aligns its Human Capital Strategy with its Corporate Strategy to ensure the entire corporation is acting in harmony in order to execute strategies for winning outcomes.

    o ENEC establishes and maintains manpower plan aligned with Human Capital Strategy to ensure assessing the impact of Human Resource trends on future business direction.

Nuclear Safety, Security and Safeguards Policy

Policy Statement

Emirates Nuclear Energy Corporation (ENEC) is committed to the highest standards of nuclear safety, security, and safeguards during nuclear power construction and operation. All ENEC employees are empowered to stop work if they believe the activities and/or work conditions are unsafe. This is in line with ENEC commitment to build and maintain strong culture of safety and security which includes continual improvement and transparency towards national and international stakeholders to protect people, society, asset, reputation, environment and future generations from harmful effects of radiation.

Implementation

Management of ENEC shall provide the leadership, demonstrate commitment and allocate sufficient resources including suitable qualified experienced personnel (SQEP) for the implementation of this policy. The following processes that help in implementation include, but are not limited to, the following:

Management of ENEC provides the leadership, demonstrates commitment and allocates sufficient resources for the implementation of this policy. The following processes that help in implementation include, but are not limited to the following:

  1. Health, Safety, Environment and Sustainability (HSE&S) process - provides a frame work for supporting a culture of safety, prevention of occupational injuries, illness and protection of environment; enhancement of employee health and wellbeing by systematic hazard identification and risk management process; ensuring applicable HSE legal compliance; setting, monitoring and reviewing HSE targets and objectives on a periodical basis; provision of appropriate HSE resources for attaining continual improvement.
  2. Security Process - ensures the protection of the Civil Nuclear Energy Program (CNEP) assets and ensures security compliance for all facilities and information generated and controlled by ENEC with the applicable regulations and standards. The security process includes the physical security, cyber security, information security, and information protection functions.
  3. Safeguards process - establishes a system of accounting for and control of nuclear materials to ensure through reporting, inspection, and verification by FANR and the IAEA, their peaceful use as required by the Non-Proliferation Treaty. Safeguards measures apply to the receipt, storage, handling, monitoring and use of all nuclear material.
  4. Nuclear Fuel Management process - establishes the core design (fuel loading pattern) by defining the fuel loading pattern which includes the enrichment of each fuel assembly and the number of reload fuel assemblies based on the energy requirements for the cycle. This process also performs the reload safety analysis to ensure compliance with the FSAR and FANR regulations as well as provides plant operational data and predictions for the next cycle.
  5. Nuclear Performance Improvement process - Establishing industry standards of excellence through nuclear performance improvement and leading the program-wide (nuclear} culture of safety activities including performance coaching and mentoring and construction experience.
  6. Quality Assurance process- Ensures formal processes to ensure ENEC's quality and safety (Nuclear, Radiological, Industrial, and Environmental} requirements are met including the Stop Work Order process.

 

Quality and Business Excellence Policy

Policy Statement

Emirates Nuclear Energy Corporation (ENEC) is committed to establishing and implementing rigorous Quality Assurance (QA) program as an integral part of ENEC Integrated Management System (IMS) to ensure safety and continual improvement in all stages of Barakah Nuclear Power Plants aligned with ENEC strategic direction, the best industry practices, highest standards, regulations and licenses’ requirements.

ENEC is also committed to establishing and implementing a corporate excellence to facilitate promoting continual improvement and organizational excellence culture. The corporate excellence is aligned to the corporate strategy, drives innovation and emphasizes knowledge management.

Implementation

  1. Management of ENEC shall provide the leadership, demonstrate commitment and allocate sufficient resources including suitable qualified experienced personnel (SQEP) for the implementation of this policy. The following processes that help in implementation include, but are not limited to, the following: Program Governance (PG) process - ENEC is committed to establish, implement, assess and continually improve an Integrated Management System that is aligned with ENEC goals, contributes to its achievement, is compliant with applicable laws and regulations & standards, ensures safety is the overriding priority and instills safety across plant, processes, programs, procedures and people. Adherence to management system controlled documents is mandatory at all levels.
  2. Quality Assurance process (QA) – ensuring that quality objectives and applicable requirements are identified, implemented, assessed and met. Requirements include UAE Federal Law Decree No 6 of 2009, FANR regulations and other applicable best national & international standards such as IAEA standards and ASME NQA-1. In addition, ENEC maintains formal training and qualification programs and assures suitable proficiency and competence for managing safety and quality related activities.
  3. Business Excellence Process (BE) - adopting best practices at ENEC in order to achieve and sustain continual development of the organizational knowledge management framework and superior levels of performance that meet or exceed the current and future needs and expectations of all stakeholders in line with European Foundation for Quality Management (EFQM) model and Abu Dhabi Award for Excellence in Government Performance (ADAEP) model.
  4. Management System and QA Auditing -carrying out audits, seeping, planning, preparing, conducting, reporting and post-audit activities including follow up and effectiveness reviews.

 

Governance, Risk and Compliance Policy

Policy Statement

Emirates Nuclear Energy Corporation (ENEC) implements integrated, systematic and proactive corporate governance in order to achieve ENEC’s goals and to establish and maintain governance over subsidiaries with high level of performance while managing diverse risks and complying with highest standards of business ethics and applicable agreements, laws and regulations.

Implementation

Management of ENEC shall provide the leadership, demonstrate commitment and allocate sufficient resources for ENEC’s Integrated Management System, which is implementing this policy. The following processes that help in this policy implementation include, but are not limited to the following:

Governance Processes:

  1. Program Governance (PG) - establishing and maintaining an integrated management system for governance of all activities, meeting applicable laws, and fulfilling FANR requirements that support the obtaining and maintaining of licenses. MS compliance is assured through different processes such as MS Program Review and MS Audits.
  2. Internal Audit (IA) - Providing independent objective assurance and advisory activities to Senior Management and the Board of Directors through evaluating and recommending improvements related to risk management, internal control and governance processes. In addition to support Anti-Fraud and Misconduct Investigations.
  3. Legal (LGL)- Maintaining compliance process including requirements management, anti-fraud and the Code of General Business Principles and Ethics. Legal manages the organization’s governance model while adhering to Excellence in Governance (EIG) principals. In addition, it maintains and ensures implementation of the Delegation of Authority process.
  4. Management System and Quality Audits (PG) - to ensure the program meets the applicable requirements. QA also manages the Counterfeit, Fraudulent and Suspect Items (CFSI) program.
  5. Program Management (PM) - Establishing, monitoring and controlling BNPP project(s) scope, schedule, and costs, risks (threats and opportunities).
  6. Corporate program management (CPM) – Corporate program and project reporting and scheduling, project management capability development, project management provisioning and support.
  7. HSE and Sustainability (HSE) - The HSE and Sustainability has a design, delivery and implementation role ensuring Health, Safety, Environment and Sustainability across ENEC. The key focus of the HSE Management Systems, Sustainability, Implementation and oversight of HSE activities for ENEC while instilling a culture of safety.
  8. Security (SNS)- Implementation and monitoring of compliance with national requirements and relevant international nuclear security requirements including information security requirements.
  9. Strategic planning and performance management (SPM) - facilitating the long term strategic planning and the annual business planning necessary to meet strategic goals and objectives, and to assure alignment with UAE strategic policies. This includes monitoring, reporting and improvement of performance (including strategic KPIs) against the established plans.

Risk Processes:

  1. Enterprise Risk Management (CPM), risk identification, assessment, response planning and implementation and reporting.

Compliance Processes:

  1. Licensing (LNP) - Development and management of the nuclear permits and licenses required to authorize the construction and operations of the Barakah Nuclear Power Plant.
  2. Legal/Compliance (LGL) – Implementing a compliance framework ensuring compliance with the relevant national and international obligations and commitments, anti-fraud and misconduct program and the ENEC Code of Ethics.

 

Construction Oversight Policy

Policy Statement

Emirates Nuclear Energy Corporate (ENEC) management is committed to undertake all applicable national and international obligations and ensure a high level of safety, integrity, transparency and efficiency of all activities during the construction of Barakah Nuclear Power Plant (Barakah NPP) in support of operational readiness.

Implementation

Management of ENEC shall provide the leadership, demonstrate commitment and allocate sufficient resources for the programs and processes that implement this policy. These include, but are not limited to, the following:

  1. Construction Oversight (CON) - Oversight of construction activities associated with Barakah nuclear power plant (BNPP) and infrastructure.
  2. Engineering and Technical Services (ETS) - Ensuring the technical adequacy of the design and safety related analyses supporting the BNPP.
  3. Commissioning (CO) of the BNPP process - including, but not limited to, review of commissioning test procedures, oversight of system and area turnovers and oversight of test execution.
  4. Program Management (PM) - Establishing, monitoring and controlling BNPP projects scope, schedule, costs, risks (opportunities and threats).
  5. Quality Assurance (QA) processes - provide internal and external oversight necessary to ensure the program meets specified requirements with a strong focus on nuclear safety and security.
  6. Security Process (SNS) - the protection of assets and security compliance for all facilities and information generated for Barakah NPP.
  7. Nuclear Fuel Management (FCM) process establishes a diverse and secure fuel supply for the Barakah Nuclear Power Plants with a commitment to zero defect fuel and supports organizational readiness of nuclear waste management.
  8. HSE and Sustainability (HSE) - covers the design, delivery and implementation role ensuring Health, Safety, Environment and Sustainability for Barakah NPP.
  9. Export Control and Safeguards (ECS) – this involves the export control compliance processes that will contribute to the global efforts to prevent nuclear proliferation. The regulation of accountancy, assuring compliance and control of nuclear material, and Additional Protocol(s).
  10. Capacity Building & Training (CST)- delivering Systematic Approach to Training (SAT) that applies to ENEC's BNPP and corporate training programs, as applicable, and overseeing contractor provided training to ensure compliance with applicable requirements.

 

ENEC Support Services Policy

Policy Statement

The Emirates Nuclear Energy Corporation (ENEC) is committed to providing effective corporate support services which are planned, focused on safety, efficiency, continual improvement, continuity of critical processes and customer satisfaction. ENEC Staff will pro-actively engage, educate and communicate with stakeholders in compliance with communication and security requirements and work with customers and stakeholders to embed a customer service mindset throughout the organization in order to deliver products and services that are safety-focused, value-added, and support protection of the environment, social progress and economic development while complying with applicable laws, regulations, standards, and requirements.

Implementation

Management of ENEC shall provide the leadership, demonstrate commitment and allocate sufficient resources to the programs and processes that implement this policy. These include, but are not limited to, the following processes:

  1. Procurement and Supply Chain (PSC) – Providing access to market information, procurement planning, procurement of goods and services to achieve ENEC’s strategic objectives through management of a robust framework that delivers safety first and value-based professional, legally compliant and ethical service, procurement support, supplier relationship management and contract management ensuring proper administration and closure of contracts.
  2. Security (SNS) – Information Security is the process responsible for the governance of ENEC Information Security Management System ISMS which is required to ensure proper protection to ENEC Corporate information, information systems, and critical infrastructure which facilitate uninterrupted and secure operations within the Organization.
  3. Information and Communications Technology (ICT) - adopting a unified approach to meet business and customer requirements and satisfaction by delivering managed ICT services effectively and efficiently within agreed service levels, in compliance with relevant requirements while ensuring the privacy, integrity, reliability and appropriate use of information resources and applicable laws, standards and regulations.
  4. Finance and Accounting (FNA)– Implementing financial planning, budgeting and monitoring budget variance, treasury, financial reporting, project accounting, accounts receivable, accounts payable, payments, asset management, and insurance.
  5. Corporate Program Management (CPM) – ensuring corporate program and project reporting and scheduling, project management capability development, project management provisioning and support and enterprise risk management.
  6. Business Continuity - building a more resilient organization to ensure ENEC’s critical business functions will continue to operate in the event of disruption or disaster that is in compliance with framework requirements and applicable regulations and laws.
  7. External Affairs (EA) and External Stakeholder Management (ESM) – ensuring that ENEC stakeholders are provided with consistent, frequent, open and transparent communications regarding ENEC, its subsidiaries, and its activities as they pertain to the UAE’s peaceful nuclear energy program.
  8. Facilities Management (GS) - providing and maintaining office services, facilities management, site accommodation, catering, and travel and transportation services, which are necessary to support all ENEC processes.
  9. Internal Communications (COM) - communication with ENEC's staff such as delivering general announcements or spreading safety and security awareness. The process facilitates working with internal stakeholders and departments for internal announcements, events and campaigns.
