Nuclear Safety Review Board


ENEC established the Nuclear Safety Review Board (NSRB) in July 2010 to provide a review of the safety and effectiveness of the construction, start-up and future operation of the Barakah Nuclear Energy Plant, with a core emphasis on nuclear safety. The NSRB also contributed to the safety review of ENEC’s Construction License Applications for the Barakah NEP.

The NSRB consists of nuclear safety experts from around the world, including its chair, Dr. Dale Klein, a former chairman of the U.S. Nuclear Regulatory Commission. The Board reports to the ENEC Chief Executive Officer.

The NSRB also established four sub-committees that work with ENEC on the following areas:

  • Operations, Safety and Training
  • Regulatory, Security and Oversight
  • Construction and Project Management
  • Engineering and Design

The NSRB Members are:

  • Dr. Dale Klein, NSRB Chair, Former Chairman of the U.S. Nuclear Regulatory Commission
  • Dr. Chang Sun Kang, Professor of Nuclear Engineering, Seoul National University 
  • E. James (Jim) Reinsch, Former President of Bechtel Nuclear Power
  • James J. (Joe) Sheppard, Former President and CEO of STP Nuclear Operating Company
  • Dr. Kunihisa Soda, Senior Advisor to the Japan Atomic Energy Agency on Nuclear Safety
