This agreement creates an important model for the anticipated global renaissance in nuclear energy. Not only does it meet the highest standards of safety, security, nonproliferation, and operational transparency, but it also creates a significant number of jobs for American companies. The United States and the UAE can meet critical economic and commercial goals with the 123 Agreement. US companies would have access to an important and potentially large market - and better position themselves for the global nuclear renaissance.

The US government would gain a greater role in supporting the UAE's model for the development of peaceful, civilian nuclear energy. Moreover, the UAE would have access to some of the world's safest and best nuclear energy technologies.

ENEC’s Commitment to Safety

ENEC’s primary objective is to uphold the highest internationally recognized safety standards set out by the International Atomic Energy Agency.

As part of this commitment, all ENEC personnel and contractors to ENEC will receive training to ensure that they understand the ENEC Culture of Safety and will be encouraged to actively participate in upholding this culture. Program personnel will be encouraged to raise any concerns they have with safety, and multiple opportunities will be provided to allow them to raise concerns.

ENEC will maintain a policy of complete operational transparency to provide full confidence in its commitment to safety standards at all times.

The objectives of the ENEC Safety Program are the following:

  • Assign safety as the overriding primary business objective
  • Reflect the highest standards for safety – including industrial and nuclear
  • Demonstrate excellent safety performance by all personnel affiliated with the Program
  • Create a skilled and competent workforce that has the highest regard and respect for nuclear technology
  • Establish and follow world class work practices that result in excellent human performance
  • Create a work environment aimed at continuous improvement and effective communications
