UAE Nuclear Energy Policy
In April 2008 the United Arab Emirates released its Policy on the Evaluation and Potential Development of Peaceful Nuclear Energy.
The policy is built on the most exacting standards of safety, transparency and security, making the UAE a role model for nuclear energy development worldwide.
The policy emphasizes six key principles:
- Complete operational transparency
- The highest standards of non-proliferation
- The highest standards of safety and security
- Working directly with the IAEA and conforming to its standards
- Partnerships with responsible nations and appropriate experts
- Long-term sustainability

Federal Law and Regulation
In October 2009, the UAE Federal Law Regarding the Peaceful Uses of Nuclear Energy was signed into effect. This law enabled the development of a system for licensing and control of nuclear material. It also established the UAE’s nuclear energy industry regulator – the Federal Authority of Nuclear Regulation (FANR).
FANR is an independent federal agency responsible for the regulation and licensing of all nuclear energy activities in the UAE, including all of ENEC’s operations, with public safety as its primary objective. FANR’s role is to enforce high standards, encourage self-correction and best practices across the UAE.
ENEC also operates under the guidance and standards set by the International Atomic Energy Agency (IAEA).
Glossary:
Nuclear energy
The energy that is released during a nuclear reaction. Splitting atoms (fission) and fusing atoms (fusion) both release nuclear energy. Today's nuclear power plants use fission to produce energy, which allow them to generate electricity on a large scale.
